TRIO Resources

The history of TRIO is progressive. Upward Bound, the first of the TRIO programs, began as a pilot project authorized by the Economic Opportunity Act of 1964 to encourage low-income youths to complete high school and prepare for college. A year later, Talent Search was created as part of the Higher Education Act of 1965 to assist students applying for newly authorized federal financial aid for postsecondary education.

The TRIO name was born when the Higher Education Act of 1965 was amended in 1968 to include the Special Services for Disadvantaged Students program—what is now called Student Support Services.

Since 1968, TRIO programs have been expanded to provide a wider range of services. Each of the seven TRIO programs has separate goals and serves a unique population. However, all programs share the common goals of Outreach and Financial Literacy.

TRIO Outreach

The Federal TRIO Programs are educational opportunity outreach programs designed to motivate and support students every step of the way as they plan for college. TRIO Financial Literacy

The passage of the Higher Education Opportunity Act (HEOA) in August, 2008 made amendments to the TRIO programs’ required services to now include the addition of financial literacy education.
